Hallmark Group Ltd is a multidisciplinary consulting firm incorporated in Kigali in 2016 (RDB Reg. No. 363663). We serve government agencies, regional bodies, international institutions, and donor-funded programmes across health, education, environment, agriculture, ICT, and governance.
Our footprint extends well beyond Rwanda: through lead-firm and joint-venture engagements we have delivered assignments in Mozambique, Uganda, Kenya, Tanzania, and Malawi, and across all six East African Community Partner States — for clients including REMA, MINECOFIN, USAID, the World Bank, IFAD, GIZ, the EAC Secretariat, the European Union, the Lake Victoria Basin Commission, and World Vision International.
Our work spans the full evidence cycle: we assess environments, research populations, evaluate programmes, and communicate results — often within a single engagement. That integration is deliberate. Development challenges do not respect disciplinary boundaries, and neither do we.
